Felony Lane Gang
What began in South Florida in early 2003, has now evolved into a national entity. A burglary to a vehicle in which stolen purses netted personal identification which was later used at a bank drive thru has caused years of concern for victims, financial institutions and law enforcement. Today crossing State lines, the so-called “Felony Lane Gang”, has defrauded millions of dollars from financial institutions for nearly fifteen years. The term “Felony Lane” was originally “coined” by local banks, as they noticed fraudulent check activity passing through their most outer lane drive-thru. The checks were cashed for felony amounts, hence the term “Felony Lane”. Who are they, how do they commit these crimes, where are they active, who are the victims, and how can law enforcement stop them. This presentation can provide understanding of how this evolution has come about and how it will affect your local community.

Human Trafficking
This course will focus on the Law Enforcement and victim mindset in relation to human trafficking as well as domestic prostitution and the pimp mindset. The instructor will cover on the methods of control when conducting this type of investigation. This session will also discuss the interaction between Law Enforcement, Children’s Services and Non-Profit Organizations as it pertains to human trafficking.  

ROCIC Services and Investigative Resources
This course is being facilitated by ROCIC Intelligence staff. Its purpose is to educate the attendees on the many intelligence tools and information resource accessible through the investigative units at ROCIC and available on the homepage. This session will provide the following:

• Familiarize attendees with ROCIC core services that are available to assist officers including the Criminal Intelligence Unit, Technical Services Unit, Publications and Analytical Unit.

• Demonstration of RISSIntel National Criminal Intelligence Database, Deconfliction and Officer Safety resources, RISSGang database and website and the Drug Pricing Reference Guide.

• Overview of federated partner resources such as NDEx, the National Motor Vehicle Title Information System, tools available via the National Domestic Communications Assistance Center and the LEEP portal.

• Available online training resources including FLETC Online Training, Street Gang Intel Course and 28 CFR. 

Social Media and Communication Awareness in Sex Related Cases
This course will present on the use of social media in Child Pornography investigations. It will cover what type of legal demands are required in order to obtain information from various social media sites including Facebook, Instagram, Kik messenger, and SnapChat. It will also discuss how offenders are using these sites to exploit children including their tactics. Numerous case studies will be discussed where HSI Tulsa was successful in identifying and arresting the offenders, and discuss the techniques that were utilized.
